Michael joined Steer from Transport for London, where he held senior roles in Europe’s largest transport authority, including directing the development, management and delivery of Crossrail. In this role, he secured approval for the project requirements (including phasing) and programme delivery strategies, as well as changes to the rolling stock and depot procurement structure, which significantly reduced costs. Michael was also instrumental in negotiating the transfer and securing authorisation for the transformation of London’s Overground network.
Since joining Steer, Michael has led the feasibility of numerous projects, including for Boston MBTA, Caltrans, Toronto Metrolinx, WSDOT, Wales TfW and on a number of P3 projects.
