Tom has over 20 years’ experience and is an expert in transport economics, business case and strategy development, focusing on UK public sector clients.
Tom has led a number of strategic and high-profile projects focusing on strategy development, economics, prioritisation and programme management. Tom has also led the development of a number of major business cases, including the Northern Line and Barking Riverside extensions on behalf of Transport for London. More recently, Tom directed a strategic options assessment study to identify a long-term mass transit vision and network for Greater Cambridge, UK.
At Steer, Tom is a senior member of our strategy and economics team responsible for leading the development and application of economic approaches to support major projects and strategies and delivering informed and evidence-based advice to clients.
