Providing traffic & revenue services for the Mumbai Trans-Harbour Link bid

Steer was appointed by an international consortium to provide traffic and revenue services to support their bid for the construction of the Mumbai Trans-Harbour Link (MTHL), a proposed 22 kilometre freeway grade road bridge connecting Mumbai with Navi Mumbai. The bid was being tendered by the state road corporation on a Build Operate Transfer (BOT) toll basis.

The winner of the concession would have the right to operate the concession for 45 years.

The project once completed would alleviate congestion of one of the largest and busiest cities in the world.

Steer undertook an in-depth review of existing studies and available data, including a review of the Comprehensive Transport Study carried out by the Mumbai Metropolitan Region Development Authority (MMRDA). The team also conducted field surveys, including classified traffic volume counts, origin-destination surveys, stated preference surveys, and journey time and delay surveys.

With the results, we developed and applied transport models that were able to test changes in assumptions and key variables and provided a traffic and revenue forecast under these different assumptions. We also conducted a sensitivity analysis of variations in price and other key parameters affecting the patronage.
