The Mayor of London made up to £1m available to boroughs to set up pilot Low Emission Neighbourhood (LEN) schemes. The purpose of LENs is to introduce a range of measures to improve local air quality by reducing emissions and people’s exposure to air pollution.
Marylebone in the City of Westminster is affected by high concentrations of nitrogen oxides (NOx) and Particulate Matter (PM) due to its proximity to major London roads such as the Euston Road and Park Lane.
The brief was to develop a package of measures for inclusion in the LEN bid. This included public realm interventions – responding to the bid guidance that schemes need to be visible and transformative – and behavioural schemes to encourage people to use low-emission modes of transport.
We worked closely with local stakeholders including the major land owners in Marylebone, local residents’ associations and the Business Improvement Districts.
Successes and outcomes
Our team developed the winning bid document (securing the maximum available £1m for the scheme) and the supporting documents including scheme visualisations and business case.
With our support the Council made a successful bid to the Mayor’s Air Quality Fund. We were subsequently retained to provide project management support in the opening stages of the project, working with various teams and colleagues in the Council to initiate works.
