Steer served as the traffic and revenue advisor for the sale of the A25 toll road in Montreal, QC.
How we helped
The team did an extensive analysis of existing conditions in the corridor, including traffic levels on the A-25 toll bridge and competing river crossings, trends in traffic speeds, origin-destination patterns, and socioeconomic conditions in the Montreal metropolitan area.
This data was then used to develop a hybrid econometric network model including:
- A series of econometric demand models for A25 toll road traffic, with separate models for different vehicle categories, flow directions, and time periods.
- Econometric corridor demand model to provide trip growth in network.
- Peak and off-peak network models to derive congestion effects on capture rate in future years as well as a variety of network effects such as planned construction.
Successes and outcomes
A forecasting tool was developed to blend the models together, incorporate toll setting based on threshold triggers, and forecast traffic and revenue.
Throughout the project, Steer also worked with the financial advisor and participated in presentations to bidders for the asset.
