Analysing cost-effectiveness for the Port of Manfredonia refurbishment

The port of Manfredonia freight terminal (Bacino Alti Fondali) is an international trade gateway for bulk and breakbulk products, particularly grain and solar plants directed to the Apulia region and the wider territorial context of the South of Italy, as well as raw materials for industrial processing. The Port Authority is planning new investments within the Next Generation EU funds to refurbish the port, specifically a major renovation of five berths.

Steer was appointed by the South Adriatic Sea Port System Authority to develop a cost-effectiveness analysis of the project engineering options; the Italian National Council required this for Public Works as part of the development planning process.

Our team developed and quantified a set of key performance indicators to compare the project options in terms of revenues for the Port Authority, traffic and international trade volumes, employment and wider economic benefits.

The key project challenge was providing traffic forecasts by mixing a rigorous modelling approach and knowledge of the industrial and international trade context in the South of Italy.

Our work allowed the Port Authority to assess the best project option, demonstrate its benefits, and continue its application for a total funding of €120 million.
