Developing the Global Infrastructure Program in Mexico, Peru and Colombia

The Global Infrastructure Program (GIP), which aims to support economic development through better planning, preparation and execution of sustainable infrastructure projects began implementation in April 2019. The GIP adapts UK methodologies for international adoption and application. The methods covered by the GIP are the 5 Case Model (5CM), Project Development Routemap (PDR) and Building Information Modeling (BIM).

This program is led by the Infrastructure and Projects Authority (IPA) and financed through the Prosperity Fund of the Foreign and Commonwealth Office, both entities of the UK Government. 

At a global level, PWC leads the implementation of the GIP for the adaptation of the 5CM and PDR methodologies, and Steer is the implementer in Colombia and supports the development of the program in other Latin American countries such as Peru and Mexico. Together, Steer and PWC developed a 5 Case Model guide in Spanish and adapted for Colombia. The team also ensured that the context and language of the guide were suitable for other Latin American countries.

Within the development framework of the GIP in Colombia, different entities related to the structuring and development of infrastructure projects (National Planning Department, the National Infrastructure Agency, the Ministry of Transport, the Ministry of Housing, the National Development Finance, Findeter, Enterritorio) signed a Memorandum of Understanding to participate in the process of adaptation, training and implementation of the GIP methodologies.

The GIP has an important training component for government officials in partner countries. From May 2020 to date, Steer and PWC have trained more than 100 officials from different public entities in Colombia, Mexico and Peru in the use of 5CM.
