Forecasting traffic and revenue recovery for Palmillas-Apaseo el Grande toll road

The COVID-19 outbreak has had a material impact on all transportation industries, including toll road traffic, with a decrease of traffic levels in response to quarantine and self-care measures that governments have imposed, including Mexico.

Steer was appointed as traffic and revenue advisor to prepare the traffic and revenue study for Palmillas-Apaseo el Grande, an 84km toll road located in one of the most dynamic regions between central and western Mexico, considering the traffic recovery due to the impact of COVID-19 and the traffic trends and demand drivers.

How we helped

The key issue facing the development of traffic forecasts for a toll road was the assessment of the short- and long-term impact of the pandemic. In Mexico, the situation remained difficult in the second semester of 2020 due to the pandemic and restrictions.

Given the real uncertainties’ inherent to the prediction of the path of the virus itself, and of the available medical responses, our approach was to prepare traffic forecasts based on data up to the virus outbreak to explore what would have happened if the virus had not happened. We then prepared cases for the short and long term exploring how the traffic levels seen will return towards the trend level.

Successes and outcomes

Steer delivered the traffic and revenue forecasts that supported the refinancing of the Palmillas-Apaseo el Grande toll road on 3 February 2021.
